Reporting obligation CO2 emissions

In 2019 the so-called Climate Agreement was concluded in the Netherlands. One of the commitments is to reduce annual CO2 emissions from work-related passenger mobility by at least 1.5 megatons by 2030. The agreement was further elaborated in the decree "CO2 reduction from work-related passenger mobility".

From 1 January 2024, public legal entities, such as municipalities, provinces and ministries and employers with 100 or more employees will have to keep annual data on the mobility of their employees. This includes commuting and business mobility. Employers must submit the 2024 data on a digital form for the first time by 30 June 2025 at the latest. These concern annual totals of:

the total number of kilometres travelled;
the means of transport used; and
the fuel used.

If the employer does not yet have a registration system that contains easily accessible data of the work-related passenger mobility, its administration will have to be adapted. The Ministry of Infrastructure and Water Management has prepared a guide (in Dutch) with tips on a design for such a system. It can be accessed via this link.

In the Netherlands, there are about 8,000 companies/organisations with 100 or more employees. In total, over 60% of all employees work there.

Start preparing for reporting in time, at least before 1 January 2024.
